Their idiot explanation was "if you design your own vehicle, you could make it really powerful or specialized, so we're charging you extra for it." And of course the fanboys regurgitated that "explanation" whenever it came up. If you ran a Razorback through the VDR and gave it exactly the same stats as in Codex: Space Marines, you paid an extra ~30% in points. The ultimate insult there (which in my eyes absolutely proves it was to make you use their stuff over anything else) was when they did the VDR a decade or two back and put a 30% tax on any vehicles you designed yourself. I suspect they stopped for two reasons: there were some min-maxing issues with the way things were set up, and when GW started really churning out their own models rather than simply encouraging the players to build their own vehicles by converting toys or household junk* they wanted to actively discourage such by at best allowing players to say the tank they build was merely a Predator that looks different. You could design unique characters and aliens with custom stat lines and they'd be rules legal, and there were detailed vehicle design rules. they showed you exactly why they cost as many points as they did. When they released the Rhino, Land Raider, early Imperial Dreadnoughts (for the Imperial Guard, no less!), etc. I have the book and Compendium (of WD articles from the early 90s), and the vehicles, dreads, even troopers and characters were all designed. The thing is, in the original 40K, that's how it was done.
